The numbers FormsUI holds things to, gathered in one place. Most exist so a
mistake is refused up front rather than costing you credit or time.
Page caps and purchase amounts are defaults. Like prices, they
can be changed, and the pages that enforce them show the figure that applies to
your workspace.

A PDF over its page cap is refused before anything is charged. If you really
